Field Associate
Organizational Setting and Work Relationships
The Field Associate is normally supervised by the (Senior) Field Officer or Head of Office and performs a variety of functions related to Field activities within the office. The supervisor defines general work objectives and provides necessary advice and guidance. The Field Associate may supervise some General Service support staff.
The incumbent keeps frequent internal contacts with staff members in the same duty station to exchange information, to establish understanding of respective needs; to ensure provision of services and resolution of problems and with the external contacts generally with officials of national and international institutions, leaders of the refugee community, local population and/or Implementing Partners (IPs) on subject matters which may be of importance to the Organization.
All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. Duties
- Monitor the situation in the AoR, collect data and other information relevant to UNHCR and report to the supervisor accordingly.
- Monitor the implementation of UNHCR programme including the delivery of all assistance items and monitoring of infrastructure.
- Undertake regular visits to various sites in order to assess needs of persons of concern, with particular attention to vulnerable groups.
- Keep regular contacts with local authorities and implementing partners as requested by supervisor.
- Act as interpreter when required.
- Contribute to the preparation of status and progress reports by providing info, preparing tables, etc.
- Assist in administrative tasks as required such as preparation of reports and meeting authorized personnel and assisting them during field missions.
- Inform and act on the reports received on persons of concern within the refugee community or from the local authorities.
- In coordination with implementing partners, assist in the reception, registration and provision of assistance to persons of concern to UNHCR.
- Negotiate with local authority counterparts, partners and populations of concern.
- Represent UNHCR in physical monitoring of projects.
- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).

Desired Candidate Profile Nature of the Position:
The incumbent of this position is based in Um-Gargour camp and directly reports to the Assistant Field Officer overseeing the camp. The staff member will also be getting technical guidance from the Protection Officer or any other manager in Sub Office, Gedaref.
Um-Gargour camp located in Al-fashaga locality, Gedaref state, hosts 16,975 (31 December 2024) refugees and asylum-seekers, majority of whom are of Tigray ethnicity displaced from Eritrea and Ethiopia. Since the start of conflict in Sudan in April 2023, many refugees and asylum-seekers fleeing conflict-affected areas from Khartoum, Wad Medani among others, the camp received a big number of forcibly displaced persons with various concerns warrants attention and establishment of sustainable community mechanisms to support the delivery of protection and assistance to the persons.
Relatedly, the team based in Um Gargour is as well involved in managing the expectations of the protracted refugee population the camp has hosted since its establishment. This caseload consistently demands UNHCR and other stakeholders to support them with equal assistance, which necessitates presence in the camp and relevant skills to serve them.
The same camp hosts another category of refugees; the ex-peacekeepers who consistently need attention and support. The incumbent of the position will therefore be expected attend to the various categories and directly respond or refer their concerns to relevant stakeholders, ensure provision of basic services notably NFIs, support to general food distribution, monitoring of other key areas for harmonious living of the forcibly displaced persons in the camp. S/he shall as well respond/follow up matters of the host community.
Additional efforts are required to support affected population by increased coordination and advocacy. Different refugee coordination forums are in place to consolidate humanitarian aid efforts amidst shrinking funding opportunities for the delivery of essential services in camp. The refugee population remains to be highly mobile, seeking livelihoods, food, other services as well as seasonal labor opportunities in different parts of Gedaref and surrounding states. UNHCR works closely with Commission of Refugees on the refugee population
Desired Candidate Profile
The incumbent should have prior experience of working in humanitarian organizations, preferably in protection and/or field capacities, as well as proven track of being able to handle multiple tasks, having a proactive approach and being skillful in situation analysis.
The incumbent should possess excellent interpersonal and networking skills with the ability to engage with wide range of stake holders including Government officials, humanitarian partners, donors and local communities. Strong communication skills including written and verbal proficiency in English is essential.
Prior experience in monitoring the project/programs implementation, including the delivery of all assistance items and monitoring of infrastructural projects would be an advantage.
He/she should have the ability to represent UNHCR effectively at the field level, advocating for rights and needs of forcibly displaced persons and ensuring compliance with international protection standards.
Additional Assets:
- Experience working in Forcibly displaced contexts or in conflict affected areas.
- Familiarity with international refugee law and human rights law.
